Start with the clue that places Luxory on the left and the Bar D either/or clue to fix the bar names before touching drinks or bartenders.

Wine / Mojito and Jennifer / Kenneth are two-for-one cards, not separate options. If you drag only one half or split them, the slot will stay wrong; place the combined card once.
Stephanie is an exclusion clue, not a placement clue
The clue only says Stephanie is not at the Margarita bar, so it doesn't directly put her anywhere. Fill the Signature Drink row first; after C takes Wine / Mojito and D takes Cocktail, the remaining placements put Paulo at B and Stephanie at D.
