When all cells are filled, the LEVEL COMPLETE screen appears.

The Chips clue can make you think the chips have the highest stock. It actually says Chips is beside the item with the most stock, so the neighbor B gets stock 4 and A gets stock 2.
Farthest from the second least
The Brown shelf wording is easy to reverse. The second least stock amount is C=3, so Brown belongs to the slot farthest from C—that's D with stock 1—and C becomes Black.
