Mistaking 'left' for Dog A
The clue says 'Police Cap dog on the left is 2 levels louder than the other one,' so some players assume Dog A is the left dog. Actually it refers to the left dog of the two police-cap dogs: Dog B has Collar / Police Cap, and Dog C has Police Cap / Cape, so A is not in this pair. Read 'left' as relative within the pair, not global column.
Treating 'between Cell Blocks and Yard' as a literal grid position
'Between Cell Blocks and Yard' is a clue to the Cafeteria post, not a request to place something in the gap between two icons. The row order C-D-E just tells you which dog is meant; use it to assign D's Guard Post, Name, and Skill.
