There are two rooms on the 3rd floor, so after filling B's floor with 3, you still need another 3 for A. Count the remaining Floor No cards instead of assuming a one-room-per-floor rule.
Misreading 'not beside' as a category rule
The Citrus clue is about physical adjacency, not about game type or row order. A and C are separated by B, so A is safe for Citrus; B is next to C and cannot take it.
