Lock in the three cells that open the puzzle so the later owner and charge clues have fixed anchors.
Drag Jane to Phone C's Owner, Vinn to Phone B's Owner, and Low (red) to Phone A's Battery Level.

2 Place Anne, Rick, and Jane's Full charge 0:04 – 0:07
Use the second round of popups and the charging clue to finish owner names plus one battery cell.
Drag Anne to Phone A's Owner, Rick to Phone D's Owner, and Full (green) to Phone C's Battery Level.

3 Place wallpapers from Anne and Jane's neighbors 0:07 – 0:14
Use Anne's diving photo and the neighbor clue to place Ocean, Pet, and Forest wallpapers.

Place the final battery cell and clear the level at 8/8 clues.

Filling rows top-to-bottom
The first solved cells are Jane (Phone C), Vinn (Phone B), and Low battery (Phone A), not a clean sweep from A's row downward. Let popups and clue popovers drive the order, and keep each phone's position straight.
Attaching Jane's charge/wallpaper clues to the wrong phone
"Jane just finished charging" belongs to Phone C, and the phones next to Jane are B and D. Mixing those up sends the Full and Pet/Forest clues into the wrong rows and leaves impossible leftovers.

At level 62 the owner popups give the fastest footholds. After locking Jane to Phone C, the battery clue "very low" still points to the leftmost phone, while "just finished charging" places full on Jane's phone. Wallpaper then falls into place from the diving photo and Jane's neighbors. Work with popups instead of row order, and the final two battery cells solve by elimination.
