The rows A/B/C are just labels; the on-screen billboards may be arranged A, C, B from left to right. That's why "New is not next to the Highway billboard" excludes C, and B is the only spot left for New.
Mixing up Advertisement and Label
Chips / Burger is an Advertisement card, not a Label card. Always check the column header before dragging: Advertisement gets Movie / Soda / Chips / Burger, Label gets Discount / New / Coming Soon.

Start from the most specific clue to fix the least-view highway billboard. Then use the left and bus-stop clues to resolve the Advertisement column. The trickiest part is the adjacency clue: keep the actual on-screen order separate from the table labels. Finish each remaining column by elimination, and check all 12 cells before ending the level.
